All the given data are identified and discussed. Using quantitative research style a statistics issues from Government, organisations, corresponded with social housing providers. By gathering information in small scale of quantitative and qualitative research, this is the method to conduct this research.

As a goal to operate greenest effectively in the future, by achieving more energy efficient for existing social housing stock, creating the ambitions for a low carbon and eco friendly economy, and to ensure that the Building Regulations are proportionate and remain fit-for-purpose, responding appropriately to changes in technology, science, build practices and construction techniques. The most important threats facing the UK environment is rapidly increasing of Carbon dioxide emission and its huge damage effects on life style as part of the Government believes that climate change is one of the gravest threats facing global and local concerns. This thesis seeks to evaluate the effectiveness of roles and policies regulating the relationship between householders and their responsibility and sustainable environmental threats on behalf of public residential sector.

Interventions tend to be diversified and research, in-novation, and competitiveness play an important role, even more so in times of financial crisis. While main responsibility stays with the central government, Italy turns out to possess a firmly decentralized system. In the second part, ten examples of measures for the implementation of climate related sectoral policies will be presented. First, this study will analyze the institutional arrangement for the development and implementation of climate policy by local authorities.

Within the EU, Italy also stands out for advanced levels of environmental protection and for an innovation centred approach towards climate change. The case of Italy is singled out because of the dynamism of its local authorities and civil society and its transitioning from a relatively centralized system to a decentralized one. In the framework of the USAID funded program “Institutionalisation of Climate Change Adaptation and Mitigation in Georgian Regions,” the National Association of Local Authorities of Georgia (NALAG) intends to acquire international experience on adaptation and climate protection at the local level in European countries.
